Anston Wars Episode 5: Thornton Strikes Back!

Not content to weather the storm from the assorted Muppets, Victor Meldrews and Ronald Weasley lookalikes on Anston Parish Council, Councillor Stuart Thornton has struck back with this statement at the recent finance meeting as reported by our correspondent Special Agent Crumpet.

“At the meeting of full Council dated 20 May 2013, Cllr Beck moved a motion to censure me.
Further, Cllr Stonebridge moved a motion to remove me from all Committees and stopped me from representing the Parish Council on outside bodies.  This motions was moved as a direct commection to the censure motion by Cllr Beck.
It has come to my attention that Cllr Beck acted alone in his actions in seeking legal advice from the YLCA, this is contrary to the Local Government  Act 1972.  Further, once he obtained that advice he chose to only share that information with members of the Labour Party who in my opinion then used that information to disadvantage a fellow councillor for personal gain.
This incident is now in the hands of my solicitor.
I believe that Cllr Beck had no authority to act as he did, nor does he have the authority to censure me over Code of Conduct issues.
I regard the censure moction invalid and thus in turn the removal from committees is also invalid.
I shall continue to attend all committee meetings as previously stated on the list of committees.  I shall continue to represent the parish council on the outside bodies I previously attended.
If I am stopped from attending any committee meeting, I will deem it the responsibility of the committee chairman for my non attendance and will seek further advice from my solicitor with a view to taking action against the individual.”

Say what you like about him, he’s got some big cahoonas, we like his style.

Rotherham Council are making plans to build over 240 houses on the greenbelt land behind Birkdale Avenue, Wentworth Way, Turnberry Way, Belfry Way and Moortown Avenue

This land has been used by local residents for walking, cycling and horse riding for decades, but none of the footpaths we use are legally recognised, therefore access to many of the footpaths could be lost if the houses are built.

We would like to see the local paths recognised legally by having them placed on the Council’s definitive map. You can help by filling in the witness statement on our leaflet if you have used any of the footpaths shown overleaf for the last 20 years or more. We will then present this to the Council as evidence that the paths should be entered onto the definitive map. The Council have a legal duty to investigate our claims.

We are distributing our leaflet locally to ask for support from the immediate community who use these paths regularly (or semi-regularly, that’s still valid!) You can ALSO DOWNLOAD IT HERE!

  1. Lakeland Drive bus stop to Swinston Hill Woods, following field boundary behind Turnberry Way, Wentworth Way and on following power lines.
  2. Swinston Hill Road to boundary of field, linking up with footpath 1.
  3. Birkdale Avenue to Swinston Hill footpath across playing fields and also diagonally across playing fields.
  4. Birkdale Avenue to field boundary passing entrance to Wentworth Way.
  5. From gate at Wentworth Way across field to link with footpaths 1 and 2.
  6. Swinston Hill Woods to Lakeland Drive across fields arriving near Fairways shop.

To enter a valid claim for these footpaths we need to prove at least 20 years usage.

Rotherham Council Announce Housebuilding Sites for Dinno! The Wait is Over! (Updated)

The consultation for the final lap is now here and we can reproduce RMBC’s plan for Dinno below:

Just a quick point to dispel a myth that keeps going around… None of these houses will be built by the Council, they are all private. RMBC would like us to think they can use existing laws to force the developer to build them 20% affordable or social, but the government is in the process of abolishing this rule. Greenbelt sites are prime locations and will almost certainly provide 4-5 bedroom “executive” homes.

They appear to have dropped the idea of a massive urban extension near Lakeland Drive.

People all over the borough will be receiving the email below if they have registered on previous consultations.

Like all RMBC consultations they have probably made their mind up already so will not change their minds without a lot of pressure from voters.

Please do express your opinion on the plans, this is a once in a 15 year opportunity

Then you need to read this email. The Council are drawing up a new Local Plan for the whole of Rotherham borough. We need your views to help us improve the draft plan.

What is it?

Since 2009 we have consulted at various times on potential sites for new homes, shopping, employment and other new development inRotherham. These are shown in a Sites & Policies document. We now have a draft plan that we think shows the most suitable sites to take forward. These sites are needed to meet the targets for new homes and jobs shown in the Local Plan’s Core Strategy.

We have also drafted policies to guide decision making on future planning applications.

Where can I see it?

The consultation starts on Monday 20 May and closes on Monday 29 July 2013.

We are holding public drop-in sessions throughout the Borough to show the detail of our proposals, to answer any questions and discuss individual sites for each community. Full details are given below – come along and talk to us about the draft plan.

Dinnington’s Broken Relationship with RMBC

At a time when national politics is focussing on our (possibly?) broken relationship with Europe, Dinnington and Anston politics, I feel should be looking towards our most definitely broken relationship with Rotherham Borough Council.

It feels to me like RMBC are essentially pulling out of Dinnington and Anston, they are closing the Service Centre, we have no public swimming or leisure centre and the state of our roads gets worse every year. Dinnington is supposed to be a town but has a very rural bus service!

Our Borough Councillors are not helping matters, Councillors Falvey and Havenhand in Dinnington and Dalton and Burton in Anston should be off fighting our cause in Rotherham, instead they are basically told what will happen to Dinnington and sent back to tell us all the bad news and trot out the Labour party line.

They act like Imperial Viceroys reigning over us while the real decisions are taken at the Borough by their political masters, any awkward questions at Dinnington Town Council or Anston Parish are brushed off by political guff from RMBC crib sheets and sly complacent smiles.

We don’t want Councillors who care first and foremost for their own standing in their political party, we want them to be fighting for us! Has anyone noticed how all these “consultations” RMBC launch in Dinnington and Anston invariably end the same way? With RMBC doing what they were going to do anyway?

We are a “Principal Township” when it comes to building new houses on our countryside. When it comes to library hours, service centres and leisure facilities it’s all forgotten.

The only way to break this cycle of events is for us to change the way we vote, that’s the only language the comrades in Rotherham will understand. Anston saw a glimmer of hope last year when Clive Jepson defeated the every so slightly slimy Darren Hughes. We need the same thing to happen again and I would call on anyone who would like to stand as an independent candidate in next years elections and put the people first to do just that. Many people in Dinnington and Anston would support them.

And it would send the right message to Rotherham, don’t take us for granted or you will end up with another bloody nose.

Dinnington Town Council AGM 13/05/2013

It’s Monday the thirteenth which may be unlucky for some, but surely not for us as we are off to Dinnington Town Council which is usually a civilised affair.

If we were off to the Parish Hall I’d be packing my body armour and taking at least 12 sick bags, but these cares are far from our heart in the lovely Lyric.

There’s a good-ish attendance as the Cllrs roll in, Judy Dalton has paid us a visit as a member of the public as have Bodie and Doyle, aka Cllrs Jepson and Thornton. Judy hasn’t brought her fan club with her, must be their night off. We also have Save our Greenbelt and Dave Smith and Mr Lewis present, so here we go!

This is the AGM so the Chair Cllr Pauline Davies kicks off with a brief summary of the year past, she also announces she will not be standing for another term and so her reign ends. The torch and the chain passes to Cllr Ralph McIver, Pauline volunteers to move down the bench to Vice Chair so they have essentially swapped places.

We move on to the public forum with a question from Save our Greenbelt who ask the Council to request a clean-up of the Timber Yard building site.

My question is whether or not the Council will consider obtaining two RMBC assets that the Borough seem to want rid of, the Birkdale Playing Fields and RMBC Service Centre.

Dave Smith is next and starts with a stinging attack on the way the meeting is being conducted. No minutes or agenda are provided on the web site and the public and Cllrs are having to share agendas at the meeting or the public would have had nothing to look at. He welcomes the socialist spirit of sharing present in the room, however.

He continues with his actual question: What do the Council think to the closure of the Service Centre?

Cllr Jepson (the Dinno one) jumps in and says the consultation was a sham and the Borough had made their minds up before it started. Comments are made but the Borough Cllrs Falvey and Havenhand are made very conspicuous by their silence.

Only when directly asked by Mr Smith does Cllr Falvey jump to their defence and says they constantly fight for Dinnington and it could have been worse.

Cllr Russell defends the two Borough Cllrs, but this doesn’t go down very well with the public and frankly I don’t blame them. Labour Borough Cllrs in this part of the world act like Imperial Viceroys, commands are handed down from the Borough and they come back to take their seats in Dinnington and break the bad news to us. It’s something we are seeing again and again, instead of aggressively representing our cause at the Borough they are merely Labour policy apologists and it’s high time it changed.

The public session ends with Save our Greenbelt protesting that they have not been allowed to speak, ooops move on!

The state of the roads are mentioned and lamented, however Cllr Falvey jumps in here as well to defend the Borough, oh God.

Cllr Tweed has arrived by now to bring the Boroughs up to full strength so on we plough.

Next up the Parishes in the south of the Borough have joined up and requested that RMBC improve their communications to all concerned. The request was made in April and no reply has been forthcoming. An incredulous silence is only broken when Dave Smith asks for clarification  as even he can’t believe what he just heard.

The Local Plan is discussed and Cllrs informed that the RMBC road show on 20 June will be accompanied by additional days at the Lyric put on by the Town Council to make sure everyone gets to hear of the plans.

Cllr Jepson asks if cabinet members from RMBC might also be invited but Cllr Falvey again jumps in and says the existing arrangements are OK. She also appeared to suggest at one stage that Council officers attending the event would be expressing Council opinion rather than just providing facts and listening to residents. When challenged by Mr Smith she said this was not what she intended to say.

This does raise an interesting question as she definitely did say something along the lines of “Cllrs and officers can give the public information to help them form their own opinion, rather than the opinions of others.”

This does seem a possible dig at the various protest groups which have been campaigning against the plans for some time now. If anyone feels I’m wrong here please feel free to comment.

Lastly the possibility of the Town Council acquiring the RMBC Service Centre, the Council is split on this, some like Cllr Wardle say that we should not have to buy what is provided free to other towns. Good point.

Cllr Tweed says it could be a good opportunity for Dinnington to acquire an excellent resource. OK, yep good point.

The now Vice Chair Cllr Davies says that RMBC should give it away to Dinnington. Bloody good point!

Cllr Wardle laments at the lack of support shown to Dinnington and once again the tiresome Cllr Falvey is there to defend the Borough. Sorry but it’s getting boring.

The public half of the meeting ends as the Cllrs descend to private session, we advise Ralph to get a few more links on his chain, Ali G is mentioned at one point but it’s all in good fun as we depart for the post meeting post mortem on the pavement.

A full helping of debate and intrigue with none of the nastiness and poison spitting that you usually find over the border  Hurrah.

Future Building Site on Greenbelt at Lakeland Drive (updated)

If you live at the Dinno end of Lakeland Drive, especially Birkdale Avenue, Wentworth Way, Belfry Way, Moortown Avenue and Turnberry Way, as well as Swinston Hill Road this is the site in the Local Plan which affects you.

Taylor Wimpey have had an interest in it for ages to build 240 houses and they could get their chance as under current plans it will be removed from the greenbelt.

The site is a combination of a Council owned playing field and two farmers fields which are privately owned. When the news broke in 2011 about homes being built here the owner began putting crops in the field, perhaps to hide the evidence of recreational use. Barbed wire and fences also sprang up overnight along with signs warning people to keep off.

This was quite silly, as recreational use of this land can be easily documented back into the past for decades. Many of the worn paths and tracks, the entry and exit ways are the work of 30 years or more walking, cycling and horse riding…
…And that is why this land “parcel” in particular has caused more anger than all others put together.
People are not going to accept a threat to their local recreational land, on their own doorstep, that they have walked over for decades.

This land is literally criss crossed with footpaths, but more on that in a later article.

The agricultural properties of the land are also rated as very high, although the recent farming is probably more of an attempt to deter walkers.

Wentworth

This fair sized parcel could accommodate 240 houses. The Council have proposed one third could gain access by opening up the end of Wentworth Way to the vehicle movements of 80 additional households. This has not gone down well with residents on that street who already complain of difficulties with car parking.

So to sum up, loss of recreational countryside, increase of traffic on a quiet residential street and loss of landscape and quality farmland.

No wonder this plot above all has caused so much resentment.

Anston Parish Meeting 29 April 2013

Monday night and off we trot to the Parish Hall, but it’s NOT a Parish Council meeting as such. It is a public meeting called by Cllr Thornton and the room is split into two areas. Outsiders like me who don’t live in Anston must sit at the back, Residents sit round in a big circle. Any councillors attending tonight do so as members of the public, except the chairman Mr Beck and the clerk.

The local plan for house building in Rotherham was raised straight away  no house building planned in Anston says Mr Beck. Hmm not sure that’s right, after all once they have tarmacked their way across Dinno East to the Butterfly House they will be in Anston then, technically. Oh and were they to build a massive new trading estate over near Todwick some of that would be in Anston, still details, details, let’s move on.

Mr Beck was also criticised for reading out a statement before clearing it with fellow Cllrs, and also asked by a resident about what he would do should a conflict arise between his post here and the one at Wales where he is borough Cllr? Mr Beck pointed out that the meeting was not about him and to be fair he has a point.

He was also asked about times he may have dropped the ball, but picking the ball up Mr Beck moved the meeting onwards.

Questions also asked about the upkeep of the hall and grounds which costs thousands upon thousands per year, however it was pointed out that there are many bills to pay and much work to be done.

RMBC were slagged off for the rather poor standard of service that residents experience, cuts were blamed until one resident pointed out that the services were poor before the cuts. Move on!

A vote proposed by Stuart for the automatic exclusion of any non-Anston resident who interrupts a parish meeting by speaking.

Hmm, we’re in a personal bug bear type place here for me, I have no idea why it is seen as a good thing for Dinno residents to be forced to keep silent at Anston Parish and for the same to apply to Anstonians at Dinno Town Council.

Anyone who actually thinks that what happens in one village does not affect the other is frankly kidding themselves. The two places are joined at the hip, and this is one rule which really doesn’t need reinforcing.

But vote they did and yes surprise, surprise sanctions will now apply to anyone from over the border who dares to speak!

The greenbelt issues were raised once again, with Cllr Burton telling everyone greenbelt land will not be used straight away and not while there are empty houses in the area. Quite how she thinks this would happen is not clear, government planning inspectors have been allowing developers to ignore brownfield for a year or more now, but I’m guessing that wasn’t in her briefing from the borough.

One of the fan club members at that point asked Cllr Thornton why he was objecting to building on greenbelt. This would mean his children couldn’t afford houses in the area apparently, as building on brownfield is too expensive. This is the old myth that the new houses in the area will be affordable or social houses. They won’t, no developer is going to waste the lovely countryside locations in Dinno East and Throapham with affordable cardboard boxes when they can build 4 and 5 bed exec homes instead.

BUT people still peddle this old myth, even though the government is now telling developers that the old deals which meant a certain proportion in new developments had to be affordable is now off.

I have to say the fan club comments were a little better than usual, but this was in part due to Judy Dalton being perched on their shoulder throughout I’m guessing! She’s no fool when it comes to following the Labour party line from the borough.

Stuart Thornton did dare to ask if the fan club members heckling had anything to do with the contracts they had with the parish council. This provoked a threat of a solicitors letter from fan club member #2.

The vote in the end was headed off by Jo Burton, who I can only assume was being remote controlled by someone with a brain. In the end the public fell for it and voted to insert her amendment to urge Cllrs to oppose greenbelt development unless brownfield and all other sources of housing were exhausted. It’s actually impossible to do that, but details, details, move on!

The top secret land deal was raised once again, I say secret, but bacteria on the planet Mars have heard what and where it is by now, so let’s move on.

One resident said that the A57 divides Anston and Mr Beck agreed. Have they seen my cunning plan to divert the A57 and allow Anston to begin a glorious new age? No, and I’m not allowed to speak…

By now Cllr Burton had changed the meeting to love-in by inviting all present to tell her what they loved about Anston. It’s a long list and I love the place having spent the first three decades of my life there, but isn’t this just a distraction really?

It is and from this point on the meeting got very shouty, with poisonous comments being literally spat from one corner of the room to the other. Mr Beck had finally had enough when he closed the meeting and had gone so red as to resemble beetroot.

It was at this point that events went pear shaped in a major way, no doubt you will have read various versions on other sites and in the papers as well.

I do not intend to add to these comments, at least not yet.
